Biometrica’s Real-Time Threat Identification System (RTIS) empowers organizations to be alerted about the identity and location of known, law enforcement-verified threats — including fugitives, persons with active felony warrants, and other relevant criminal actors — in 30-60 seconds without performing mass surveillance or retaining biometric data.
RTIS enables security professionals to prevent incidents proactively, while respecting privacy, civil liberties, and human rights.
RTIS is Biometrica’s answer to the challenge security teams face every day —
How do you find a potential threat without watching everyone?
This is often called the Where’s Waldo Problem in intelligence. Traditional surveillance tries to monitor everything and everyone, hoping to spot a threat or go back and look at an event post an incident, i.e., much later. RTIS does it differently.
RTIS scans only for legally relevant, known risks — without recording, tracking, or storing information on the general public at large.
If you’re not in UMbRA, our 100% law enforcement-sourced database, you simply don’t register. You are completely anonymous to the system.
If you are in UMbRA, but you’re not a relevant risk for the specific environment or facility you’re in — a risk that is defined by legal requirements — you don’t trigger an alert. And even if you do, every alert passes through human review before any action is taken. There is no AI-only decision.
How RTIS Works
- Connects in real time to UMbRA — Biometrica’s 100% law enforcement-sourced, non-biometric risk database.
- Detects relevant threats within 30 seconds to a minute.
- Sends encrypted alerts to authorized personnel.
- Enhances existing CCTV — transforming passive cameras into focused, proactive tools.
Solving the Right Problem
RTIS isn’t about watching crowds — it’s about knowing when a specific, legally-relevant person is present:
- No footage is saved.
- No mass surveillance occurs.
- No biometric data is stored or transmitted.
- Unmatched images are immediately deleted.
Instead of overwhelming security teams with footage, RTIS tells you when you actually have a problem.
Built-In Guardrails
- No mass surveillance — the system does not continuously monitor or record the general public.
- No biometric data access, storage or transmission — faceprints or biometric templates are not collected or retained.
- No facial recognition without human oversight — every alert must be verified by a trained Biometrica RAC (Rapid Alert Center) analyst.
- Relevance-first — alerts are generated only when directly related to your facility’s lawful mission and needs (e.g., a DUI does not trigger alerts at a hotel, but may for a bus driver at a school).
- Sensor-only detection — the sensors capture still images of faces, never full-motion video or body images.
Relevance-Based Alerts
RTIS doesn’t treat all criminal histories equally:
- A DUI may not matter to a hotel but would be critical for a school bus driver.
- A sex offender near a school may trigger an alert but may not at a remote worksite.
- An absconding sex offender or fugitive is relevant everywhere.
Relevance is defined by both law and context — not by machine intelligence alone.
The Network Effect:
RTIS becomes exponentially more effective when used across sectors in a community. For example:
- A missing child who disappears from a school could be detected at an airport, stadium, or retail location.
- An absconding fugitive could be reacquired at multiple touchpoints without surveilling the general public. This is Biometrica’s Public-Private Partnership Model in action.
Force Multiplier, Not Mass Surveillance
RTIS is not about replacing security staff or existing cameras — it’s about making them more effective:
- Your team remains in control.
- RTIS provides the tip-off, allowing you to focus CCTV on exactly where it matters.
- No one is watching random people — only acting when needed.
