UMbRA is Biometrica’s real-time, multi-jurisdictional, law enforcement-only database powering Biometrica’s real-time alerting tools (UMbRA itself, RTIS, RVIS, eMotive).
It is the largest fully privacy-compliant, real-time U.S. database of its kind, containing only verified, law enforcement-sourced data.

An UMbRA search takes sub-5 seconds and can also be done in the field.

What is in UMbRA?

UMbRA data is:

FRT Use Policy (Critical for UMbRA Users)

UMbRA data may be used in conjunction with Biometrica’s Facial Recognition Technology only under strict guidelines:

Permitted Uses:

  • Identifying individuals linked to active investigations
  • Identifying missing persons, victims, witnesses, or unidentified deceased persons
  • Supporting field identifications (with human oversight)
  • Mitigating imminent threats (terrorism, active violence, etc.)
  • Assisting forensic and investigative processes

Prohibited Uses:

  • Mass surveillance or indiscriminate tracking
  • Automated real-time identification without human review
  • Sole reliance on FRT for arrests or search warrants
  • Targeting based on protected characteristics (race, gender, religion, disability, etc.)

Basic Principles:

  • FRT is a lead generation tool, not a sole basis for enforcement action.
  • Matches must be confirmed by trained human analysts and corroborated evidence.
  • Agencies are encouraged to maintain an auditable review process.

How UMbRA Connects to RTIS & RVIS

UMbRA powers real-time alerts from RTIS and RVIS sensors, enabling facilities and law enforcement to:

  • Receive alerts within 30 seconds to a minute of when persons classified as a missing person are detected
  • Filter results based on relevance. For example, only receive results on felony warrants or absconding sex offenders, or most wanted lists.
  • Avoid mass surveillance while protecting public safety
